Why in Rye?

One of the gateways to Rye is the corner of Midland and Peck Avenues. However, for what seems like an eternity, it has been the scene of a long drawn-out blemish. Gravel is still piled against the trunk of a healthy American Elm. The sidewalk is a liability. The enclosure is devoid of any landscaping and offends all who pass it by. Is this the best way to greet people who come to Rye?
